OK, I’ll go a few rounds with this, and invite @mayordavidholt to join in with a more educated perspective, if he’s so inclined. First, this would be municipal, so capital costs would have to come from a MAPS-like initiative, voted by the people. Second, ongoing expenses would come from a budget that doesn’t have any fat. Third, an unmet need must be justified: How many lives & injuries would be avoided by this investment, and placing these shelters in these locations? Your turn.
