Trump stacked his entire cabinet with sycophants and yes men. Even IF congress would approve, there's NO WAY Vance or Trump's cabinet would approve. Not a snowball's chance in Hell. This isn't even a long shot, this is actively hoping that the WORST people on the planet will literally relinquish that control and do the right thing. They don't have the ability to initiate the 25th Amendment. That has to come from majority of the Cabinet and the VP.

Congress can't invoke the 25th. Only the VP can do that, and then they also need a majority of Cabinet members. Congress only becomes involved if the President doesn't do as the VP and cabinet members tell him and refuses to step down.

Because the 25th Amendment has to be invoked by the cabinet, especially by the VP. They're a bunch of kiss-ass loyalists. And Vance wouldn't want it invoked until next year.
Also Article 2 section 4 of the constitution would require a fairly significant majority of both congress and the senate to be put in place, as it's basically a beefed up form of impeachment/removal.
