Missing context. Obama did send $1.7B in cash to Iran in 2016, $400M on pallets flown in, $1.3B transferred later. It wasn't a gift. It was repayment of legal debt: Iran had paid the US for military equipment before the 1979 revolution that was never delivered. Cash was used because sanctions blocked normal banking. The timing with a prisoner release is the genuinely contested part — critics called it ransom, the White House denied a direct link but later admitted the cash was held as leverage.
And they were abiding by the treaty when Trump tore it up.
