He's asking them for a novel interpretation of a constitutional statute that flies in the face of any basic read of it. Somehow, it is tied to an older case. Also, addressing that amendment as to whether a Native American is an American citizen by birth when those tribes are sovereign nations. It is not the first Supreme Court case seeking clarification of this amendment, but what they are asking for completely defies the amendment.
